Treason Conspiracy Allegations: Gabbard’s Treason Conspiracy Claims Shake Intelligence Community

Lutfi 25 Jul 2025 13

In a dramatic escalation of political tensions, Director of National Intelligence Tulsi Gabbard has released a newly declassified House Intelligence Committee report, reigniting the firestorm over the Russia election interference narrative. The release came just one day after former President Donald Trump accused Barack Obama of being involved in a treason conspiracy related to the 2016 intelligence assessment.

Gabbard stopped short of labeling Obama a traitor, but claimed the released evidence points to his leadership in what she described as a treason conspiracy to frame Trump. Speaking at the White House, Gabbard said the report shows the Obama administration intentionally built a narrative that Russia wanted Trump to win — a story, she claims, not grounded in strong intelligence.

While the report criticizes the intelligence community for relying on thin sources and making analytic leaps, it does not support the claim that the assessment was “manufactured.” This distinction challenges the treason conspiracy narrative Gabbard has pushed. Even a review from former CIA Director John Ratcliffe found the overall intelligence conclusions “defensible,” though he disagreed with the level of confidence assigned to Russia’s motives.

The House report, containing ultra-sensitive intelligence, was stored in a secure CIA vault nicknamed “the turducken.” It criticizes the January 2017 assessment for using what it describes as unverified fragments — one in particular being used to conclude that Putin aspired to help Trump win. Gabbard’s release of the report marks a significant moment in Trump allies’ long-running effort to challenge the intelligence community’s credibility and resurrect the treason conspiracy argument.

However, national security experts and Democrats were quick to condemn the move. Senate Intelligence Committee Democrat Mark Warner warned that the publication of the report could endanger sources and damage America’s reputation with its allies. Some intelligence officials fear this breach might reveal methods used to gather data on Russia, raising concerns about a broader treason conspiracy harming national security.

Former Obama DNI James Clapper strongly denied the accusations, calling Gabbard’s claims “patently false.” Intelligence professionals also raised alarms about the unredacted portions of the report, which they say could inadvertently signal to Moscow how U.S. intel was collected — a major risk if this treason conspiracy narrative becomes the justification for more declassifications.

The released House report also delves into how the Obama-era intelligence leaders included material from the discredited Steele dossier, though CIA analysts insisted it played no role in the core conclusions. The dossier’s presence continues to fuel the broader treason conspiracy claims among Trump loyalists.

With former Special Counsel John Durham never charging any officials in connection to the 2017 intelligence assessment, the legal weight behind the treason conspiracy theory remains uncertain. Yet Gabbard’s bold move signals that for some in Trump’s orbit, the battle over the narrative — and the intelligence behind it — is far from over.
